Executive Director of Facilities
STARTING DATE: Approximately - February 2022
QUALIFICATIONS:
- Bachelor’s degree in Engineering, Business, Architecture, Construction Management, Facilities Management or a related field from a regionally accredited institution, required.
- Five (5) years supervisory/management experience in construction, industrial or institutional maintenance and repair, or related areas, required.
- Knowledge or expertise in a variety of concepts, practices, and procedures in building and grounds maintenance or related field, such as electrical, carpentry, and heating and air conditioning.
- Knowledge of building codes, standards and laws on construction and habitation of physical structures.
- Knowledge of the State of Alabama Bid Law, OSHA regulations, ADA, and state laws regarding accidents and losses of personnel property.
ESSENTIAL FUNCTIONS:
- Serves as a liaison for the department and communicates with vendors, architects, engineers, and contractors engaged in construction, renovation, maintenance and other major projects.
- Supervises maintenance performed on physical plant facilities and setting priorities as necessary.
- Monitors and supervises the renovation, construction, and maintenance of capital improvement projects in coordination with the Dean of Finance.
- Coordinates with the President and Dean of Finance for bids, negotiation, and awarding of contracts for construction and renovations.
- Oversees contractors for facility renovation projects.
- Provides supervision and technical direction to department staff.
- Oversees, participates, and directs all phases of a comprehensive preventive
- maintenance process for all buildings and associated equipment and updates as needed.
- Analyzes and solves facility and infrastructure problems, complex issues, and directs emergency repairs.
- Monitors the use of utilities (gas, electric, water, sewage, and garbage) and addresses abnormal usages and/or changes.
- Implements procedures associated with workplace safety, environmental management and building codes.
- Provides training of physical plant personnel in safety and maintenance procedures.
- Establishes policies and standards for physical plant operations as directed by the ACCS Facilities Division.
- Writes specifications for renovation and construction projects that must be bid and coordinates with Dean of Finance.
- Analyzes bids for building and grounds repairs and services.
- Supervises the selection of equipment or materials to meet campus needs.
- Ensures compliance with legal standards and local code enforcement agencies
- (Authority Having Jurisdiction - AHJ) in the design, construction, and renovation of new or existing structures.
- Develops and maintains a comprehensive master plan for facilities.
- Coordinates with Dean of Finance to gather data, compile information, and prepare reports to support accreditation efforts and other projects as needed.
- Develops and implements policies and procedures and applies standards to facility maintenance workforce.
- Manages, plans, and monitors the College’s facility operations including HVAC and other utility automation systems, construction, building and grounds maintenance, capital improvement projects, preventative maintenance programs, and custodial standards.
- Maintains the College’s compliance with the Department of Labor Occupational Safety and Health Act (OSHA), Americans with Disabilities Act (ADA) relating to facilities and appropriate staff, and other regulatory agencies as appropriate.
- Provides risk management and avoidance including appropriate insurance policies on College facilities, and other necessary coverage relating to physical facilities.
- Complies with all EPA requirements for storage, handling, and disposal of hazardous materials.
- In coordination with the Dean of Finance, maintains current knowledge of regulations governing purchasing and contracting including the Alabama Bid Law,
- Public Works Law and Building Commission procedures.
- Adheres to the policies, rules, and standards of Northwest-Shoals Community College, Alabama Community College System Board of Trustees, accrediting agencies, state and federal agencies, and other regulatory boards.
- Assists the Dean of Finance in completing all facilities, space utilization, and renovation reports for submission to appropriate state entities.
- Works flexible schedule, responding to unpredictable and emergency situations relating to College facilities and support systems to include weekends and holidays.
- Participates in and coordinates maintenance coverage during holidays and unexpected situations.
- Establishes and coordinates a recycling plan for the College.
- Prepares annual budget for the department.
- Monitors and approves all expenditures, compares expenditures against appropriations and makes recommendations for changes to the budget in order to meet departmental priorities or needs.
- Serves on various college committees as assigned.
- Directs the deployment and scheduling of personnel during routine and emergency situations as well as special events.
- Assist Deans and all Departmental Units in facility programming and space utilization activities to insure sound fiscal responsibility and coordination with College Strategic Plan and Facility Master Plan.
- Increase the number of “self-preforming” facility projects to better utilize available funds and enable the College to accomplish and finish more projects.
- Work with IT to increase physical security with the installation of numerous
- controlled access points thereby reducing the dependence on keys and potential security breaches associated with lost keys.
- Serve as Northwest-Shoals Community College Emergency Operations Manager. Annual update of the Emergency Operations Plan and review with the ACCS Chancellor’s designee. Liaison with College Facility and Safety Committee to
- ensure any concerns are be addressed in a timely manner.
- Performs other duties as assigned by the President in coordination with Dean of Finance, or the ACCS Facilities Division.
SALARY:
Compensation is in accordance with the Alabama Community College System’s Salary Schedule C3, Rank 6 ($64,604 - $91,128).
